There is no contractual arrangement between the property owner and the tenant, as the council says it carries full landlord responsibility including tenant finding, tenant sign up, rent collection, some repairs and terminating tenancies.

The authority says its aim is to help make accommodation accessible and affordable for local households struggling to secure housing, and to attract private landlords to 'hassle-free' letting.

During 2015 and 2016, the Social Lettings Agency will focus on leasing accommodation in the private rented sector. This accommodation will be made available for people accessing the Council’s services for assistance with housing issues and homelessness prevention.

Once the Social Lettings Agency has been fully operational, further consideration can be given to developing services to manage accommodation on behalf of private landlords in competition with high street letting agents.

Who pays?

It'll be marginal, but a little bit more public money will support prices in the market as a whole, even if only by creaming off a proportion of the supply side in the open market.
