Times: Families At Mercy Of Rogue Landlords

The article gets the front page to itself and then the story gets all of pages 8 and 9.

My read is that it is testing the water for the idea of allowing councils to keep the revenue from on-the-spot fines issued to so called "rogue landlords".

All kinds of wheels within wheels as one of the sources for the article is the Residential Landlords Association, quoted as saying "Tenants and good landlords are being let down." The RLA source is further quoted as suggesting that the councils have the powers that they need, but just don't use them. All linked to the Housing Bill which is working its way towards Royal Assent at present.

I read this as part of the general drift to discourage mugs from speculative investment in property. It will lead to maintenance costs having to be paid, rather than simply deferring maintenance and slapping a fresh coat of paint over the mould, hitting the bottom line.
