Up the spout Posted May 16, 2015 Author Share Posted May 16, 2015 Apparently the houses would be offered to possible investors in person, EAs flying all over the World and presenting them. This way instead of individual countries being offered them in turn, now they'll be bidding against each other. It could actually work.
