The current private building sector is certainly is, but if planning laws were relaxed for owner occupation i.e. if everyone had the automatic right to build on their own land for their own residential use (subject only to building regs and maybe some restrictions on the nature of the building) - thus removing the planning uplift from land values - then maybe a self-build lead private sector could be more effective than a developer lead private sector?
