Greater Manchester £6bn NHS budget devolution begins in April

Greater Manchester will begin taking control of its health budget from April after a devolution agreement was signed by the Chancellor George Osborne. The region's 10 councils and health groups will take over £6bn allocated for health and social care, with full powers being devolved a year later.

The public should be able to hold local councils to account about the services they provide. To do this, people need information about what decisions local councils are taking, and how local councils are spending public money.


Publishing council spending and salaries online

The Department for Communities and Local Government (DCLG) has asked all local councils and fire and rescue authorities in England to publish spending information over £500 online.

Perhaps some interested mancunians could ask their council whether the devolved health budget will be covered by the local government transparency code?

I think you're over-optimistic. Before you can have transparency, someone has to untangle the existing books. Where's Hercules when you need him?

Isn't this all part of Manchester 'breaking the mould'? Making noises about cutting through the spending silos between physical and mental health spend, social services and support etc?

It's a brave experiment...would be grand to see it work. Potential to be a huge mess/white elephant though.

Exactly. The issues as I see them are:

Social care isn't exactly a model of doing things well.

If there isn't transparency on where the money goes it just disappears into the usual cracks.

Shared responsibility = no responsibility.

If it fails there'll be yet another re-organisation that'll burn even more money.

You probably have better insights here.

But I wonder how many NHS managers may have deliberately overspent, on the basis of being "too precious to fail" and expecting reluctant but inevitable bailouts whenever necessary?
