If each year we recouped the previous year's HB bill through a rent tax and spent the proceeds on social housing, the tax would go down each year and abolish itself once we had enough social housing

Seems a bit like trying to levitate by pulling at your shoelaces.

Not so crazy. I have suggested something similar. My suggestion was to match the HB spent on private rental pound for pound from central funds to build council housing (not social housing or affordable housing, council housing). Their suggestion is a little more punitive, but hey.

Put up rents to pay for it.

Because landlords don't bother increasing their rents to what the market will bear? They just charge enough to cover their costs. Excess profit is not on their radar.
