Council Tax Band Changes Over Mansion Tax?

Alot of vested interests but some interesting percentages. Obviously the gov' spokesman will not want to talk about rising bills! The business rates are also due a delayed revaluation.

Council tax bill increases are capped at 1.99% before a public vote (effectively a cap). A re-valuation would mean bills increasing faster than 2%.
