He said they had "milked to death" the Welsh assembly for inflated maintenance / repair costs. According to him, It appeared to be an industry wide problem, but even he seemed embarrassed as to the extent with some gov buildings / orgs. In the private sector the way you would run a bid like this is lowest cost bids with penalties for late completion and penalties/clawbacks for poor quality work. Wtf are these numpties doing? I suspect it had to involve large numbers of master stone mason to restore it in keeping with its original design,l hence the cost. But why not do something more modern, like they have in Berlin! Refurbish it and if not converted to housing then keep it as a fee earning tourist attraction along with office area rentals plus museum attractions and so on. Apparently there's a decent car park underneath and with parking in London being in short supply such a central location would be extremely remunerative. The ground level external entrance areas could also be financialised and their other buildings in the area such as Portcullis House could also be put out to sale or rent depending on ownership status. It has a river frontage so yachts and barges etc could pay to moor there. It might even provide river living to help with the housing issue. So it could all be pretty much self funding to pay off the loan interest of refurbishment and in time the capital sum would be eroded by inflation. You could hire (or better still train) 1000 of them and have them work on it for 5 years straight and it would still only cost 500m. Say another 500m for materials/other costs. That still only takes you to 1bn. Where's the rest of the money going? Agree on replacing it with something more modern btw. It's had its day and if it costs that much to restore, replace it.
