Not going to read the full article; sounds like sustaining the morale of the VI to me towards voting time.

Whereas economic realities, perhaps making up for falling revenue on fuel (and I doubt fuel consumption will soar up much with oil lower prices), will see them keep limit frozen, or perhaps even tighten the limit.

So did Cameronwake up a few weeks ago and find £Billions+++ under the mattress for all of these tax cauts and give aways?

I thought tax reciepts were down, benifit payments up and the government were running a 7.5% deficit? Hardly time to be cutting tax.
