It does all seem rather pointless, the fine is less than the rent charged and they still retain the property. Where's the disincentive here to not behave in such a manner? These slumlords need to be given a taste of their own medicine and be shat on from a great height, at the very least they should be registered and minimum standards enforced. As long as housing supply is severely restricted and demand is high such cases will inevitably happen. But I guess Barnet council would be happier for the tenant to live on the streets than in this rabbit hole... The second sentence of the quoted statement is beyond stupid as all landlords "exploit tenants for financial gain", that's the whole point of being a landlord... I think there probably are sufficient clauses in BTL/HMO morgage rules covering emergency/fire accessibility to have it closed down. ..if they are properly enforced.
