Energy Secretary Ed Davey said: "Manipulating the energy market is absolutely unacceptable, and these proposals provide a much stronger deterrent - more in line with the approach taken in the financial markets.

Pretty ineffective as a deterrent then.

What's the charge for manipualting the rate of storage of money behind the nearest bank vault with a crowbar?

Physical or electronic manipualtion of the amount ,or value of those monies, it makes no practical difference in the end in terms the finanical gain itself.

What about bankers that fix interest rates? Some even have open meetings once a month to rig the market and then publish the vote!

I'd say, It's only rigging if the independent bank of England committee is actually not being independent and setting the rate for someone ( they know ) to profit.

From the evidence of the last 6 years, IMO the independent BoE are far from independent.
