Apparently, it's less clear according to major international reports. On average 91% of shipments of "waste" to Africa is actually in working order and reused. This is actually higher than the servicable proportion of "new" goods sold in Africa (frequently rejects from production lots, end-of-line units, etc.) Interestingly the judge imposed the jail sentence, despite the findings of the report on waste export/recycling.
