Because some people will live in squalor.

Because some people won't report things to environmental health.

If he's been at it 30 years, he's probably just not up to date with the advance of expectations and legislation. The conditions described would've looked pretty decent in pre-AST times. Even for those on a supposedly decent income and paying a big chunk of our income (a little over 38% overall in my first job) in PAYE taxes (though I expect I'd've been able to escape it by buying if I'd been in Plymouth rather than London).

2nd point - one major reason for this being retaliatory eviction.

See CAB's paper on the subject (published 2007 but still valid) - can't link but Google "Citizens Advice" "retaliatory eviction" if interested.

Whats the problem? Noone forced the tenants to take the rooms; if they were willing to pay then obviously they thought they were a good deal relative to other rooms in they budget. Markets work.

Also from the article most of the tenants were on housing benefits, so they were basically getting the rooms for free anyway. Why should I care that someone who is being given free accommodation at my expense isn't being given luxurious enough free accommodation?

Markets never work. One of the BIG LIES of the century. They are all highly manipulated. Especially when a slum lord has bought up half the town.

But once EH are involved they can enforce work done.

Unless they are told they can't help.

Unless you fancy the council having the right of access twice a year to look at the back of your wardrobe.
