Councils Becoming The Only Providers Of Truly Affordable Social Housing

The NIHE were indeed the only provider of 'council housing' in NI for many, many years. Indeed they produced far more houses than their successors, the Housing Associations, but then again they could vest the land and didn't have to worry too much about planning permission etc and EU Procurement Regs hadn't been thought up at that stage.

I cant remember why it was all stopped. I would hazard a guess as to inefficiency and too many cronies. Buy, as its only a guess I stand to be corrected.
