I am no expert in this field, but surely if they got just a few thousand of these people trained up with digger licences and built some canals for the water to run into then it will prove that digging holes is a useful job after all.

Then farmers will have water for their fields in the drier months.

Or is just too simplistic?

Completely meaningless without consideration of what is, and what is not, within each agency's remit.
