Rental Guarantor

My sister who always pays her bills, has a working partner, is 40 and been renting houses since outgrowing their purchased house in the last 6 years or so, still apparently needs a guarantor who works and owns a property.

Is this normal, I've never needed one.

Landlords / agents like banks will often cheekily ask for a guarantor, even if one is not reasonably required, to further reduce their risks.

I would guess many renters say no, unless the property is sought after, .
