Slowly brick by brick, the structure of a bear market in housing is being assembled. As anyone who has undertaken building work knows, this is a painfully drawn-out process, especially those bits you don't see because they're underground.

Some of the materials are obvious. The burden of council tax is going to keep growing, indeed but for the Government's faiulre of nerve (or what the Housing Minister David Miliband delicately described as "a vaulting 180-degree U turn") we would be bracing ourselves for another stealth tax............
