£132,000 Cost Of Consultant For Council To Make £3M Of Cuts

Sheffield Council spent £132,000 bringing in a consultant for 12 months - to help make £3 million of cuts to nurseries and children’s services.

Families affected say the cost is an ‘outrage’ but the council said the appointment was to cover for a senior officer who had left.

The latest casualty of the council’s shake-up is nursery care at Pitsmoor Children’s Centre, Spital Street, which is ending on November 22. Parents said they expected the service to continue until the summer.

Chrissy Meleady, from Norfolk Park and a user of the Sheffield Children’s Centre, Sharrow, said she was appalled by the huge consultancy bill.

Money is being saved from early years facilities because the Government is changing how the services are funded.

Sheffield Council revealed that consultant Julie Dale was employed on a one-year temporary contract between February 2012 and March 2013 at a cost of £132,745 - which included a £26,586 fee to agency Reed Consulting.

Bargain.

"Coun Jackie Drayton, cabinet member for children’s services, said: “The previous director responsible for the restructure left part way through and, rather than employ a replacement, it saved the council money to hire a temporary specialist from an agency."

Or, COun Drayton, you could have taken the bull by the horns and shut the nurseries with a fracking MEMO....heres a proforma.

TO the manager of x school nursery.

Your nursery is closing at end of this current term.

Off topic, but this is why the NHS is underperforming when you consider the amount of cash it gets. There's really not an awful lot left of the NHS now apart from the admin and clinical staff in hospitals and some estates.

All privatised to tax milking companies.

I don't see the fuss. This type of thing is endemic amongst the public sector.

Most of the IT contractors on here will be on that. Have they saved £3m whilst covering the councils backside?

We have the public sector unions and their utter inability to accept any sort of reality on pensions to thank for that...

What sane politician would return roles to the public sector when you've got indefinite pension liabilities?

But sure, its just replacing one profligate entity with another.

By consultant they mean "temporary employee brought in to do senior job for a year". A full time employee would probably have cost the same, taking pension liabilities into account.

She has shown the Council how to save £3m. That is a pretty good return on investment.

So what do the senior people insitu do...surely they must know their business better and how to save money than an outsider does....so two senior paid jobs to do one job.......or is it make redundancies and take people back on a consultation basis as and when required? :unsure:

A consultant "someone who borrows your watch and then tells you what time it is" in other words all the info is there it just needs someone who is already on the books on a large salary doing some work for a change, Top managers just love to call in consultants to get them out of doing their job and also to take the blame for the inevitable outcome of the cuts.

There is a club type of thing called the Association of Directors of Childrens Services.

There is also a merry go round of leaving one council and joining another - they all know each other and councils feel forced to pick their next director from the pool available.

Round here (Herefordshire) we had one called Sharon Menghini who left with a large payoff after a short time having botched a programme of school closures. She went to Stoke where she was paid off (another large payoff) after a short time after botching things there too....(no-one knows what persuaded Hereford to take her from her previous employer or Stoke to take her from Hereford. . We then had an `interim' and then another `interim' who was persuaded to leave her `interim' arrangement in Derby (£840 ish per day) to work near where she lived for a mere 20% pay rise (based on press reports at the time) (and who had previously been in charge in Gloucester during the Eunice Spry child abuse scandal)

The previous one in Derby was called Ros Vahey - google her to see the kind of racket going on. Then google Adam Wilkinson (Kent Council, Derby Council) to see the kind of person allowing it to go on (and part of it)

This sphere would give very rich pickings to the Public Accounts Committee - a much bigger overall scandal than the BBC imo. But of course that might mean delving into the whole Common Purpose issue.

Interestingly, one of the claimed advantages of the `interim consultant' is that they are not an employee. However they make decisions as if they are employees - redundancy notices, signing off contracts and cheques etc. They should also have PI insurance - has any council ever claimed against that when disastrous decisions lead to the council incurring costs?

That's pretty cheap. If I was bought in to save someone 3 million i'd charge them 2. Bargain. Bring me in next week and you'll make another million. Everyones a winner.
