The official news agency Xinhua reported that the Family Planning Commission is studying proposals to lift the ban on a second child, if either parent is an only child. The body's spokesman said aim is to "improve" family policy, confirming leaks to Chinese newspapers that a major shift is in the works. The new rules are expected to come into force early next year, and may be extended to cover all families by 2015.

Jun Ma from Deutsche Bank said the new policies should shore up the pension system and inject stimulus as China's growth sputters. "As tens of millions of sibling-less people in China are now entering their child-bearing age, we expect this policy shift would induce a baby boom," he said.

China clearly is starting to panic. A growing population can help guarantee growth of GDP.

Still if the Chinese prefer boys a demographic timebomb is still not going to be avoided.

Im sure the general population will be rewarded for their sacrifice of only having one child with.... large scale immigration. Think how happy they will be that there are far fewer young chinese looking after them when they can have large numbers of foreigners instead.

Where will that many immigrants come from??

Ah, the joys of central planning.

First Mao tells the Chinese to breed like rabbits because he needs tens of millions of cannon fodder for the war with America.

Then the government tells the Chinese to stop breeding because the population is much larger than can be sustained under communism.

Now they tell them to start breeding again because they don't have enough kids to keep the economy going.

It's so much better than just leaving people alone to make their own decisions, isn't it?

Too hard on this one. Like in the UK, the least productive breed like rabbits and the stressed out and mortgaged flat out families go for voluntary one (or two) child policy.

Achieving stable population numbers should be a primary goal of countries. Developing a country with a balanced economy that does not need artificial inputs from population surge or immigration would be, in a logical world, a sign of success.

Unfortunately, it takes too long and seems too hard.

The one child policy was one of the great strategic decisions of china, IMHV. They just forgot to plan for the back end....

Philippines, Indonesia, Vietnam and African countries! It is already happening.

Too late. Deflation due to population is baked in the cake.

And that is disregarding their economic policy of investment and export focus.

China will one day be the biggest deflationary busted flush the world has ever seen.

I think this is indeed the problem. What comes on top of it is that the one-child policy

has already given families the comfort of only having one child. It will be hard for

them to deal with more, so not likely to change much. In cities like Shanghai having

a second child is already being encouraged.

You do realise that it's part of a propaganda drive to take the few extreme examples of large families on benefits and present them as typical, to justify an increasingly punitive attack on in-work benefits?
