The BBC understands that G4S rejected the proposal because it maintained that its own internal review had found no dishonesty. total over-billing was in the "low tens of millions" . When one party to a contract behaves badly, one should question the other party just as much as the wrongdoer... Why was no one keeping an eye on this? I think the popular view is that, like with the banks, the government is entirely responsible for regulation and therefore entirely to blame - the job of a business is to make money.
