The BBC understands that G4S rejected the proposal because it maintained that its own internal review had found no dishonesty.

total over-billing was in the "low tens of millions" . :D

When one party to a contract behaves badly, one should question the other party just as much as the wrongdoer... Why was no one keeping an eye on this? Why was no one checking that the invoices were correct?

I think the popular view is that, like with the banks, the government is entirely responsible for regulation and therefore entirely to blame - the job of a business is to make money.
