Our council allows trees to be up to 25% of the space as long as they are on a dwarfing root stock and kept below a maximum height (circa 2m iirc). Edit: none at all seems a bit harsh. I assume to confirm root stock and position to avoid them being an issue. they're entitled to say no - trees like sheds make shade and create all sorts of issues.
