Taxpayers could be given a discount for living and working in Wales, as part of attempts to boost the country's underdeveloped economy.

The British Government spends £18bn more on Wales every year than it gets back in tax – or £6,008 per head of the Welsh population. At present just one in 16 people earn more than £34,000 – the rate at which the higher 40 per cent tax band kicks in.

Now, The Independent understands, the Treasury is proposing to allow the Welsh Assembly taxation powers that would allow it to vary the rates of tax that apply to people who live and work in Wales.

The plan would allow parties in the Assembly to stand on a platform of tax raising or tax cutting to encourage investment and make the country more competitive. And tomorrow the leader of the Welsh Conservatives will suggest his party would cut tax for those in the middle band of 40 per cent to boost the economy.

What next regional interest rates?

They are getting more and more desperate to hide economic failings. Still should be good news for the public sector troughers in the Walsh economy.

Tax varying powers for the Welsh Assembly is somehow turned into an article about tax breaks for English people. Unbelievable. I wonder from whose perspective that article was written? Tax varying powers are to do with making the politicians in Cardiff more responsible for the money they spend.

The Starbucks article is a bit of hot ffroffi coffi itself.

There is nothing to say that the inevitably left wing Welsh Government won't put up taxes.

They will be under pressure to stop English people settling in Wales.

N.B. The article says live and work in Wales. t

Tax breaks would have to be paid for by cutting elsewhere.

It is OK for the Conservatives to promise the moon.

They are not likely to be called upon to deliver. (Although Nick Clegg thought he was safe mouthing off about student grants etc.)

There is nothing to say that the inevitably left wing Welsh Government won't put up taxes.

One of the advantages of devolving power from the centre is the ability to experiment with multiple policies in parallel and see which ones actually work best.

If high taxes and spending "works", then if Wales were to choose that route it would power ahead of the rest of the UK.

If stagnation and bankruptcy is the result, then British socialism will just die from the west first.
