They should make it impossible to move here and claim benefits unless you've made the necessary NI contributions, either you pay 100% of this upfront or take 2 years before moving paying in or if you move here and have a job you need 2 years of paying taxes before you qualify for benefits. For the NHS we should ask them to deposit £10k and take out insurance to cover medical bills for 2 years and over that 2 years they get a sliding scale of insurance payments as they pay into the tax system. If they are going to run a free EU, where everyone is allowed to move where they want, they need to harmonise benefits, end of. If a country cannot support/afford the harmonsied benefits then it shouldnt be allowed to join. If this isn't done then the result is obvious. It's also probably true that if a country is not in a position to harmonise benefits with the rest of the EU then its best interests are not aligned with the EU and it needs to be separate. Many of the stresses in the EU whether they are social or financial are due to the fact that the EU is trying to be a homogeneous entity in some respects but not in others. It really is time to shit or get off the pot. Either become the integrated superstate or not. The same decisions for the UK. EIther in or out. Get on with it. Looking on Wikipedia and comparing London with Bucharest, Romania, Bucharest wins in the amount of rainfall and snow. Bucharest - 595 mm of rain on average per year, precipitation days 72, snowy days 19.
