Needless to say, properties suitable for this type of conversion are middle class. At the other end of the scale the person who offers granny the sofabed in a squalid slumlord studio simply loses their 25% sole occupancy discount. Meanwhile, in the middle class home opportunities abound to stretch bureaucracy beyond it's limits. If the annex is included as part of the main house, it could push the main house into a higher band. Who will value it? Who will pay them for the valuation? People are in many cases taking a burden away from the state (HPCers should love that) and freeing up housing stock when the older people move out of their existing home (HPCers should love that). No they are not saying that.
