I say sort of because less and less of our income comes from taxation, and more and more from "clients". We are also classed as a pretty big exporter - we have a lot of foreign students paying very large fees. This is counted as positive in the balance of payments. As much as I feel like a sheep amongst wolves. I can’t fault them.
