Were there any notable large-scale housebuilders in the '70's, that also havd large "land banks" of potential developmet land?

The reason I ask is, I am trying to understand how much influence they actually have on house prices. By restricting the suplpy of land available to build on, are they keeping land (and therefore house) prices high, in a way that can't be done in, for example, the US?

If these builders were allowed to fail then would this lead to the HPC?
