Why can't we build more houses?

Excessive BS regulation is why. I know a small scale developer (does about 4 house at a time) and the utterly banal regulations and the amount of petty local officals c@@k you have to suck would drive any decent man crazy.

Over the last ten years building regulations have swelled so massively that its now so slow to build and so complex that it is only really worth the trouble of the corporate developers. Thus once AGAIN governemnt has played the role of the good corporate facist and squeezed out the little guys.

If you want more houses we need to deregulate and lower taxes. Not going to happen.
