'unexpected'

OK it really is a joke now. Inflation is unexpectedly lower... borrowing is unexpectedly higher... it is getting very tiring now. Does this mean that whoever we pay to forecast events has been wrong pretty much forever? If I hear this one more time I'll scream lol ;)
