An Observation

I've started to test the local market with a view to a low offer and trying my luck.

Ive done 6 viewings in the last two weeks. All viewings were conducted by agents.

From recollection of previous viewings on properties (2 past purchases 1995 and 2003) Agents conducted the viewings around 30-40 % of the time. On my 2 sales we conducted all the viewings.

Is this an indication of how busy the estate agents really are ???

I wouldn't read too much into it, maybe that's just how the agents work in the areas you're looking? During our first purchase (2006 - Property bubble growing) and our most recent one (2011 - Well...) we almost always attended first and second viewings with an agent present.
