From next year, new phones and other hand-held devices will be required to be fitted with special chips to receive the alerts, which will also be sent by state and local authorities. Users will be able to opt out of every type of alert except those from the president, said the Federal Communications Commission.

The system will include alerts about missing children and will supersede all other phone traffic to avoid delays.

Mr Obama, who has been dubbed the "texter-in-chief" thanks to his devotion to his BlackBerry and heavy use of text messages during his 2008 campaign, may face criticism from libertarians for the compulsory nature of the presidential alerts.

But officials see the system, known as Personal Localized Alerting Network, or Plan, as a logical progression from alerting the public via radio and television.

What's wrong with a database of telephone numbers? Why the hell does it need a special chip? What else is this chip going to do?

Sigh. Just wait until all children are required to have a special chip fitted. I bet we will see it in my lifetime.

They are boiling the frog. At the moment the water temperature is around 80 degrees. And the frog can't feel it.

Obviously, all the measures that they are introducing are justified as the lessons learnt from 9/11.

Just like all the economic measures were prompted by the 'unpredictable' 2008 banking crash.

Assuming that the minute something bad happens the phone systems go into meltdown anyway - how will this work?

Is the chip some different form of communication relying not on a central system of sending out phone signals?

If so then it'd be hacked and the internet goes native.

Hadn't thought about the hacking problem, this is going to be the ultimate challenge for hackers imagine the fun to be had once they have control of the network.

Sending porn photoshopped images of Michelle, running late can you get the milk, just about to order the seals to kill....

Even better if it gets compromised and you can't turn it off. Imagine the spam.

How did people ever manage without this.

It sounds like more stuff manufactured for the jobsworths and how effective will it ever be. In London people were being told that the problems on the underground from explosions were caused by a power surge for ages so any amount of automated texts, to add to the hundreds of automated useless sales spam rubbish already being propagated, would never change that.

They might as well just push more forests of rubbish paper spam through everyone's letter boxes for what use it'll be.

it's not for if something bad happens, it's for daily alerts telling you how afraid of muslims you should be, when things are going to plan in the middle east you'll just get the odd pick of Yusef Islam now and again

when you need to be really afraid, ie when your country needs to invade some muslim place and you are needed to not care very much, you'll start getting some of these every 20 minutes

Special chip is very dubious isn't it? Technically, there is no reason now why they could not do it other than it probably would grind the entire mobo phone network to a halt?

Perhaps the US is building a massive separate mobo infrastructure to handle all of this? Hmm, wouldn't mind see that advertised on Jobserve.

How? An individual phone can cope perfectly well with a mass mailout; the problem is in the network.

The phone network fails coa too many people try and use it.

They could just tweak the masts to do an ignore incoming and send a listen to this message to all phones in the area. Well that's his it's been explained to me just now.

No need for phone chips at all.

Sensible idea personally and glad to see it being rolled out. Would have helped a bit more in Japan as well.

Only thing it doesnt state is if it will activate phones which are switched off to deliver the warning.

Why?

Surely it would just be simpler to suspend all new network traffic whilst the message is send? I mean how long would it take to sent say 20m messages?
