Police Pay Packets Must Be Cut To Save Jobs

Theresa May will signal that lucrative perks such as some overtime payments will be swept away under major reform of pay and conditions.

She will warn it is the only way to keep police officers on the streets.

Rigid shift patterns that can see deployments set three months in advance are also likely to be revamped to give senior officers more flexibility.

Officers will also continue to be banned from going on strike regardless of any findings in the independent review to be published next week.

The message is likely to cause fury among the rank and file with the police service already facing heavy budget cuts.

In a speech in London today, Mrs May will say: "No Home Secretary wants to cut police officers’ pay packages.

“But, with a record budget deficit, these are extraordinary circumstances.

“As I have made clear today, we are taking action right across the board to find savings and efficiencies in all aspects of policing.

“We are doing everything we can to minimise the effect of the spending reductions on pay. But we cannot avoid the fact that changes to pay and conditions have to be part of the package.”

Police budgets are to be cut by up to 20 per cent over the next four years and forces have been warned they must find savings.

The annual overtime bill alone is running at more than £450 million across the country and will be a key target of any reform.

Individual officers earn on average up to £3,000 a year in overtime. It emerged in 2009 that some officers in London were taking home more than £100,000 a year after doubling their incomes with overtime.

Officers can currently earn four hours overtime for being called back in after going off duty.

Overtime is also available when officers are called in for a shift without 15 days notice or working public holidays.

Chief officers have also become frustrated by the requirement to give officers three months' notice of their shifts, with any changes made at short notice raising the prospect of overtime payments.

Tom Winsor, the former rail regulator, has led an independent review of police pay and conditions and will publish his report next week.

Mrs May will say today that she commissioned the review “not because I want to make savings for the sake of it, but because I want to protect police jobs and I want to keep officers on the streets.

“We can only do that if we reform terms and conditions for all officers.”

“Up and down the country, police officers and staff I speak to – as well as ordinary members of the public – say they would prefer us to look at pay and conditions rather than lose thousands of posts,” she will add.

The review, the largest shake-up for more than 30 years, is designed to “let the police manage their resources to serve the public more effectively”, she says.

It will “enable modern management practices to be implemented, help the service to manage their budgets, maximise officer and staff deployment to front line roles and enable front line services to be maintained and improved”.

But she insists: “The review’s conclusions must be fair, and they must be seen to be fair. Police officers cannot strike – and that is not going to change.”

I'm all for public sector pay cuts, but...

Our neighbours have been given notice to vacate as their landlord wants to sell the house. This is a small 3-bed house, ideal for a family or a couple wanting to start one. He's a senior copper and she's a nurse. She works her guts out and the stress in unbelievable. He's got some amazing stories of the sort of crap they put up with from the public and the dangerous nature of his job. Last time I shook hands with him he literally had had his hand earlier that day up someone's **** doing a drugs search.

They can't afford to buy that house. Not even close. Not even if the asking price came down 25%.

So, Theresa, I'm happy for you to cut public sector wages, but FFS stop propping up housing costs so that people on average earnings can have a decent place to live. You can't have low or reduced wages and high house prices. :angry:

Sure you can. You just need the banks to get back to doing their job of dragging people into as much debt as possible for the rest of their lives, so that they can't afford a single penny for anything else. If they're unable to do that then the banks aren't being innovative enough.

So if we have 50000 coppers earning an average of 50k, that's a cost of 2.5bn for this front line service. What is all the money really being spent on?

Of course, if housing came with public sector jobs, they could cut pay dramatically whilst only paying the cost of building the housing, instead of being forced to hike pay to cope with 'market' prices. Would also mean that there would be fewer problems with Police, NHS, etc recruitment in high cost areas.

So Dave says we must get behind our banksters and move on, paying them multimillion pound bonuses and helping them avoid corporation tax, yet police salaries must be cut.

They should all move to Zug.

I know a London copper on 80k - a lot of it from overtime.

Ridiculous. Most of it is waiting around in cars. If there is a need for extra work then there should be MORE coppers doing shorter shifts, not hugely inflated costs per copper.

O/T is system that is gamed all the time.

Another copper I know manages a good extra grand a month from basically fabricating extra work in cahoots with his colleagues. They decide, close to the end of a shift, that a major incident is possible if they don't follow a suspect (half-way across the country sometimes) who then turns out to be doing nothing dodgy at all. Nice to see the police make good use of the resources available to them.

We had a dispersal zone in our area to cut back on ASB.

Without changing any costs they adjusted shifts to put more police on when it's busy.

I assume it all went back to everyone working a monday morning and everyone wanting friday night off as soon as it was over.

Old bill I know at the gym

Normal "police" work normal hours.

Special events, i.e. police the football, OT.

Should have heard the language he used when they said, special events were no longer OT.

I guess he learnt it from all those criminals.

Well I don't see a senior copper doing a drugs search, but if he is senior then that's his problem. The inspector ranks and above had their overtime rights bought off them some years back for a one off pay increase, I think it was about £3K. Its the lower ranks who can cream in the money if they are prepared to put the work in.

This is just more headline grabbing.

Pay packets are not being cut.

Overtime will just be stopped or avoided at all cost. Not a bad thing imo as it is open for milking but, the fact remains that where needed it is still cheaper to pay a few bods overtime than it is to recruit more people and pay a full salary.

Imo the biggest saving should be made on PCSO's, they border on pointless and should be binned. Every 2 of them equates to a real revenue collector copper.
