Freebie Graphics Tool For Web Stuff

I am looking for a freebie tool that allows me to do various graphics/images for a couple of websites I am playing around with. Paint Shop Pro would have been ideal but it appears to be a buy and not freebie bit of kit these days.

I want something that allows me to do some text graphics and to be able to play around with the text - I am keen to find something that allows me to do outline fonts, perhaps layers possibly and preferably as vectors.

I am surprised that google does not have such a tool - they have Picaso and their Sketchup but Sketchup is a 3D tool and not what I am after.

Anyone know a good piece of software.

Have a look at Gimp and/or pixlr.com

Thanks - Gimp does the job.

I will look at the others.

Is Paint Shop Pro still forever freebie. I remember 10 or so years ago you used to install it on a 30 day trial but it carried on working for years afterwards. It used to be free for home users but a cost to businesses. Has it changed?
