Households would be given a set number of free energy 'tokens' which would be offset against any fuel burnt in a vehicle or at home, under the proposals made by the All Party Parliamentary Group on Peak Oil. Under the Tradable Energy Quotas programme, surplus energy units could be sold and extra tokens bought. The Coalition Government has so far insisted it has no plans to implement the scheme. But the all-party committee of 20 MPs said its proposals were necessary to deal with global energy shortages and the climate change crisis. It comes as the RAC Foundation warned that fuel could hit £1.75 a litre - £8 a gallon - in parts of the country by the summer. Prices of £1.50 a litre are already being charged in the Orkney Isles. 'Tradable Energy Quotas are the only way we can reduce carbon emissions and at the same time guarantee that everyone gets fair access to limited energy supplies,' said Shaun Chamberlin, co-author of the report into TEQs. WTF. Surplus energy tokens to be sold, something else for the bankers to trade in and screw the people with? A paranoia story on a slow news day or is something else going on which the public are not being told about?

Democorruptcy
In a few years the elites will be trading petrol and food tokens to the poor for body parts. My advice is don't be lazy and travel by car, get yourself fit and improve your body.
brassed off brit
If you read on in the article they mention the threat of fuel blockades as the price rises past £1.50 a litre by summer. This is why the tokens are bieng thought of with rationing. No shortage of oil, just greed.

billybong
Petrol's usually only rationed if there's shortages. Middle East wars, strikes etc. At the moment the way prices are going people will be driving less so there's more likely to be more petrol available. Possibly with the current high prices people are already cutting back so the newspapers have been ordered to propagate a bit of scaremongering to get people to spend money now and stock up on petrol now. Kicking the can along the road yet again. Unless things are so bad with the economy the government's being told to cut imports or there's something else in the offing likely to cause physical shortages that they're not letting on about. DeepLurker
As always, "follow the money". If petrol prices were a problem, then you'd expect to see lots of city cars in the top 10 selling cars of 2010. In fact, there's only 1. People might bitch endlessly about petrol prices forcing them to change their habits, but their purchase patterns tell a different story.

interestrateripoff
Bring it on, and next step lets get rid of child allowance for two or more kids. If someone wants kids, they better make sure they can afford to have them instead of really on others in society to pay for them. No I think we can trade on that, those with more than 2 should be able to by tokens from childless people to keep the population stable or from couples with just one. But all pretty much small cars (Fiesta, Astra, Focus, Corsa, etc..) which have pretty economical forms. It would be more interesting to see the average economy of cars bought. There's a fair difference in economy between the Focus 1.6 TDCi and the 2.5l ST version..
leicestersq
There is a much better way of rationing things. It is called 'Leave it to the Market'. This scheme requires no taxation, as the scheme works with no government intervention at all. It has never yet failed to be the best way of allocating resources, and all at the cheapest cost. I am finding this difficult to believe, that the Tories of all people, are coming out with this Communist stuff. Are they really, or is it just someone having a laugh and flying this kite as an idea just to see how ridiculous people think it is? Come on those of you in Government, if petrol goes to £8 a gallon, they will buy less of it, which is rationing! Better than that, those who want it most will bid the most for it! Under rationing schemes, it will be used up by people who need it less, whilst those who want it most, wont be able to get it. It will cost a fortune to administer, and there will be loads of people gaming the system and profiteering out of the mis-allocation of resources by the market. Lord have mercy upon us if this is the way that the Tories run the country.

@contradevian
Lets hope BT get their ar5e in gear and rollout the super fast broadband to make remote working more of a reallity for those who can avoid commuting. Been there done that, and you start to loose touch with the world. Also "home working "doesn't always fit in with the super paranoid, control freaks that make it into management, or who run businesses these days. Patfig
One of my programs solves that problem which is why I'm getting nagged from everyone who knows about it including my accountant to get it finished and out there. A later version will even have an intelligent reward system built into it to help get the best out of people as it will suggest when to take a break as it can see productivity dropping, much like a proper manager should do. In response to losing touch with the world, whats wrong with cutting out the daily commute and spending the time saved with friends and family or even walking the dog for longer? Its all about working more smartly now imo. Sounds like spyware
