The U.K. Financial Services Authority is in negotiations with lenders to identify which bankers will be covered by European Union rules restricting guaranteed bonuses and up-front cash payments.
“The FSA is already talking to banks in terms of who they put on the list of code staff affected by the proposals,” Stefan Martin, an employment lawyer at Allen & Overy LLP in London, said in a telephone interview.

The utter uselessness of the FSA is summed up by the highlighted bit. Sounds like a bank robber setting out "the deal" for the Police before more robberies are committed.

Are you surprised? Bankster tax-revenue is, apparently, 10% of the take (not a startling revelation given how f*cked everything else is). Perhaps the government would like to build a less dysfunctional economy, but without the banker-based tax revenue cannot imagine doing it.

I suppose they are hoping that the banksters 'wealth' comes from robbing johnny foreigner rather than the stalwart yeomen of this fair land...

I thought they were getting rid of the FSA (chocolate teapot) and passing over their responsibilities to the BoE (chocolate fire-guard)?

This is yet another sideshow over at one of the lifeboats while the main ship is going under...

That is: FSA connives with UK Banks to get round Bonus Rules.

Isn't true that the top lads are all members of the same Clubs in the West End and have "gentlemens's agreements" to honour the OMERTA rule?

Lots of happy smiling Banksters as bonuses are announced. The smile on their faces is worth the pain we all have had and are going to suffer right?

TBH many would smile at a £c. 60,000,000.00 "windfall."
