Treasury To Retain £20Bn In Unspent Funding

I haven't got FT access so haven't read over what timescale this applies - but how do you not spend as much as £20bn? How could so much be allocated that wasn't needed to be spent?

Government departments are to be deprived of billions originally allocated by Labour for use on public services under a ‘spend it or lose it’’ system that allowed for unspent cash to be claimed in succeeding years

In a budget of nearly 700bn, 20bn is a mere flea bite. It doesn't surprise me it wasn't spent..... cleverly though the coalition could use this relatively small sum to provide some "highlights" amongst the gloom.... investment in their green bank, funding for capital projects , seed funding for business investment etc.... what was once next on the list to be wasted could be turned into tomorrows future positive news story and who knows maybe even productive expenditure

If departments can't keep their surpluses doesn't this mean departments will now be encouraged to spend every penny each year just for the sake of it?

Or was that the old policy?

So there is all this kerfuffle about £18bn welfare cuts but £20bn turns up out of nowhere?

Was some from the NHS? Did they not buy enough shiny new computers and desks? Perhaps the staff were off sick a lot so didn't have enough time to spend the money.
