Very few people would leave if a 100% tax was put on anything above what the PM makes. The professionals are working behind the walls of regulations limiting the supply of their profession and legally mandating you have to go through them. They block out foreigners from working in this nation in their profession and foreign nations likewise do the same. Very few of the professionals would be able to go and work in a different nation.

The large landowners who are rentiers. They can leave, but their property is still here, and therefore can still be taxed exactly the same.

The many thousands who are on the government payroll either directly or indirectly as consultants. Using their connections and positional power to take enormous amounts of pay. If they left to another nation they would not have those connections to get into that position.

Small businessmen.. first off they can divide ownership between them and their wife. So there is 400k.. not many small businessmen make more than that. If they get really desperate they could make children and other relatives joint owners. And if that still isn't enough chances are their business is not re-locateable anyway.

Corporate workers.. about the only corporations I know of who have large numbers of employees making more than 200k a year are the banks. And amazingly loans will still happen even if no banker makes more than 200k a year.
