Why Can't The State Pension Be Staggered?

It seems to me that many people would wait to recieve it, if it were then at a higher level - even if this higher level resulted in lower overall costs to the state

Either way, it would allow policy makers more scope to deal with pensions black-holes

Stagger it from 65 backwards, let 65 be the latest age a person retires and start getting letting people out of the workforce prior to this. Then the younger one's can have a job.
