On the assumption it's a "knock down" there's nothing wrong with the plot.

If you look on google you will see that one side is open fields and the other one is a (then partially completed) new build estate, all on the edge of a small village.

The only issue that I can see is whether you can make enough profit from 20 flats when you're paying 23K per flat for the land. The local going price for a 2 bed seems to be around 120K so it's got to be pretty tight given the costs of decontaminating the land
