I do hope they were insured B)

Maybe they didn't need insurance, property investments are safe as houses after all.

I agree. It would be terrible if after such an unfortunate accident the developer did not have the small consolation of an insurance pay-out.

Hopefully a friend or loved one will remind the owner to make a claim, he's probably not thinking straight after seeing all that hard work go up in flames.

We have to hope so. Grief can do terrible things and the last thing on the developer's mind at this moment will be money.
