Basel 3 Significantly Watered Down

BBC finance report was saying that bank stocks are up today because the Basel III capital requirements have been "significantly watered down", but no further details given

Anyone have further info?

I guess (hope) they watered it down for good reason: just for a few years, to avoid reducing credit flows to abruptly now, in this tight international circumstances.

Is that because Basel 3 would hurt banking profits?

Denninger points out that the new leverage will be 33:1.

he also points out that Lehmans were at 30:1.
