Foundation Trust CEO's have salaries greater than the Secretary of State for Health. They are only accountable to their own tame Boards. Intervention only happens when the Trust goes financialy bottom up. The Sunday Times have run a story 'NHS chiefs hold on to luxury cars'. (Unfortunately, I cannot supply a Link) As an example, David Dalton Chief Executive of Salford Royal NHS Foundation Trust, has a BMW 525d SE Saloon leased to him at £8,584 a year, all paid by the Trust.
