What's that supposed to mean?

I've cut my expenditure on hookers and booze, by investing in a bar and a brothel. :D

Bit of a non story as US Presidents always seem to be bickering with Congress over funding.

Bush did the same a couple of times to get extra money to pay for the US military operations in Iraq.
