Yearly Us Budget Deficit Or Surplus 1961-2004

It's nonsense: there hasn't been a single year since about 1964 when the US government debt didn't increase, and Bush's deficits are probably about $200,000,000,000 a year greater than listed there...

But, of course, to paraphrase the great Mr Clinton: 'it all depends on what your definition of surplus is'. Much easier to redefine 'surplus' than to save money.
