Big Red Sign - Instruction Or ... Something Else?

BBC video story - 'evil' banks not lending

... hmmm ... dunno if there is anything wrong in this video ... the journalism isn't the worst the Beeb has ever published.

"Keep spending - stay in debt" ... what????

But the big red sign at the teller desk ... instructions to the business? instructions to potential clients? sarcastic expression of the need to move out of debt? Or Brownian notions leaked into the propaganda?
