Japanese And Uk Cpi Data

Digging around for the Japanese land registry volume equivalents (think I'll have to give up on this one) stumbled across Japanese CPI http://www.stat.go.jp/english/data/cpi/158c.htm . I've graphed it with UK data.

Not sure why Japan has a blip 1996/7.

Was deflation inevitable for Japan ?
