Nice to know RBS is at the top. Last time we looked, the CDS rates were lower than those for the UK...

It is not the fourth safest, it is the fourth largest by capital.

RBS has $102bn of capital supporting $3.5tn of assets. Citi has $119bn of capital supporting $1.9tn of assets. So I would say Citi is a much safer bank than RBS.
