No. There are cardboard versions of this which do exactly the same thing. I think it's cunningly arranged so that when you reassemble it the parts of the people fit together in a different way so that you get fewer people, each of whom is slightly larger. I'm sure the internet will have an explanation, but unfortunately I can't remember the name of this illusion at the moment.

Incidentally, I think there's a forgery technique involving the same principle, where you can convert fourteen £10 notes into fifteen slightly shorter ones by lining the notes up, making a long shallow diagonal cut across the whole lot and then sliding them along in some way and taping them together again. This may be one of the reasons why notes have the serial number in several different places.
