Agreed. A small number isn't a pain, but increasing arrears will get attention from the PRA and trigger revaluations well ahead of any move to reposess
I don't want to take this off topic, but my understanding is you can't just rock up to a food bank. You need to be referred by a support agency (GP, Social Worker etc) so wouldn't that cover the identify and eligibility checks?

Banks are encouraged to give 'forebearance' with low IRs and QE to support them. With the economy slowing that tanks GBP and risks capital flight so IRs can't be dropped. In this world, arrears are not going to be paid so someone needs to suffer the write down.
