First Rung: The Irish housing minister has accused banks and financial institutions of "greed" and "reckless behaviour" The Irish housing minister has accused banks and financial institutions of "greed" and "reckless behaviour" and of "hyping up" the property market with 100% mortgages and interest-only loans. Noel Ahern has also criticised financial authorities for not taking steps to dampen market demand.
