Evening Standard: ‘Nimby’ planning rules threaten new homes
"The planning director of one of the country's biggest housebuilders, speaking on condition of anonymity because of heightened political tensions over the issue, predicted fewer than 100,000 new homes would go up in 2010, 2011 and 2012. That would be almost half of the amount built in 2006 and well below the Labour Government's never-reached annual target of 240,000."
In plain English, 100,000 = additions to housing stock of about 0.4% per year, i.e. not even enough to keep pace with population growth due to increasing life expectancy.

What the big developers are really scared of is the small builders getting a look in - the big boys want big developments they can carve up amongst themselves, freezing out the smaller players.
What we are going to see is intelligent development - local councils looking at local needs and sensitivities, and making best use of land; and that will see a much higher proportion of homes being built in small developments.
The big developers have been running an effective cartel for years - but now they're running scared..

The council will do what benefits the members of the council and their chances of re-election. Right now that means Nimbyism. No more and no less.
I agree about the cartel though. Power seeks to perpetuate itself, it's evolutionary.
